Horse: The Book is a skill book that can be obtained by purchasing from the Bookseller for 
25,000g.
Upon reading the book, players will gain 
Speed (+0.5) when riding their horse.[1]
Once read, it can be found in the player's menu on the Special Items & Powers tab.
